To publish a docume with governement authority, on her borders, which if time, would make all these efforts quite ridiculous is plamily indefensible, unless one is satisfied the on indisputable of evidence that the conclusions in the document are true.

With reference to paragraph 2 of

my Confidential Despatch of the 24th. of November, 1908,

I have the honour to forward herewith six copies of a

report by Mr. Frank Browne, dated the 18th. ultimo on

"Some Constituents of Opium Smoke", with an appended minute

by Dr. Atkinson, the Principal Civil Medical Officer, dated

the 19th. idem, stating that the report by the Government

Analyst proves conclusively to his mind that tobacco

smoking is a greater evil than opium smoking.

If Your Lordship concurs in my

view that this paper is a valuable scientific contribu-

-tion to the impartial study of the Opium Question,

I

would request Your Lordship's permission to lay it on the

table of the Legislative Council, and I venture to point

out that it would appear to be less than fair to Mr. C.
